Special seminar by Dr. Aser B Javier, Professor at the University of the Philippines Los Banos


On 4 July 2016, the leading program, Graduate School of Law, Nagoya University invited Dr. Aser B Javier, Professor at the University of the Philippines Los Banos, and Visiting Professor at Graduate School of International Development, Nagoya University for our special seminar on the method of policy design.
The seminar title is "Understanding Policy Design for Local Development -The Case of Philippines-".

The guest speaker, Dr. Javier has various experiences of designing national policy for local economic development in practice, and has given a policy training program for government officials both in central and local government entities in the Philippines.
At the seminar, Dr. Javier talked how we could utilize the theory and model into real society and practice, based on his experiences.
Students not only from Graduate School of Law but also from Graduate School of International Development and Graduate of Education participated, and we could have a hot discussion beyond the disciplines.


First, Dr. Javier was explaining and overviewing theory and model on policy design and its framework.


Then Dr. Javier explained a significant competency for drafting a policy paper, with cases of the Philippines.
How we could design the attractive policy paper (not academic paper) which reflects people's real needs and have a convincing for policy makers?
Participants tried to follow Dr. Javier's guide, and considered the method and points.


Experiences of specialists who has a background of both practice and academics, like Dr. Javier, could inspire us a lot.
The seminar became a good opportunity for us to consider how to utilizing the theory in real society and practice.


At the seminar, Dr. Javier's charming personality fascinated all participants.
His interesting talks and lovely jokes created a good atomonsphere, and we all did enjoy the seminar.


After the seminar, the leading program conducted an evaluation questionnaire. We received comments which are "90min was too short!", "The content of the lecture was very helpful from a students perspective", "The seminar is interesting. Lecturer is professional and has good presentation skills", and "Very practical combined with theories lecture presentation which is presented in a very clear and understandable way by the lecturer".

We were really happy that we could have a fruitful time together.
We really hope we will have another opportunity to discuss together in the future!
